Well, it says "According to a new study, male drivers are behind the wheel twice as often as female drivers in incidents where a child pedestrian is killed..."
But if you stop the sentence rigth after "...female drivers", then that's probably true as well and might explain why the study found what they found. I wonder who decides to do these kind of "studies" though...
