Crude prices changed course and rose 0.5% to $93.27 a barrel. U.S. crude inventories rose less than expected, up 1.1 million barrels to 301.1 million barrels in the week ending Feb. 8, U.S. Energy Information Administration reported.

What has happened to their forecasts since our last letter is that the upper ends of the ranges have been pulled back from above $100 in nearly all of the coming year's futures contract expirations, to now mostly between $95 and $100. The lower ends have been reduced similarly, but primarily in the nearest few months. In the coming year the lowest forecasts are still where they were on Nov. 9, at $75.

According to media reports, ConocoPhillips CEO Jim Mulva told reporters at the Howard Weil investor conference that rising costs will slow construction of the Fujairah refinery in the United Arab Emirates, a development that could jeopardize the company's continued participation in the project.
