There indeed needs to be such a site; however, when the accuasations aren't followed up with, at the VERY LEAST, contacting the individual accused for rebuttal, the site is subject to scrutiny and can hardly be taken seriously. It's little more than the cyber version of scribbling on a restroom wall, the only difference is that there exists the potential for someones reputation to be ruined by someone who is a scorned lover, jealous co-worker, or even someone the person wouldn't date at all. If someone posts that they have indeed dated an individual, where is the proof that the relationship ever happened? It's definitely not on the site.
